Brief Introduction of the Chinese 　　
　　　 Association of Productivity Science

1 、 Establishment and achievements

Back in the 1960s, the famous Chinese economists Yu Guangyuan and Sun Shangqing advanced their respective suggestions of establishing productivity economics and productivity organization. With the joint efforts of some famous domestic scholars in the field of productivity science, they established the Chinese Productivity Economics Research Association in November, 1980. Approved by the Ministry of Civil Affairs, it was renamed the Chinese Association of Productivity Science (CAPS) on Nov 5, 1995. It is an academic consulting organization focusing on the research of productivity and providing the consulting service.

Since its establishment, CAPS has sponsored many state research projects, for example, developing long-term development strategies for Nanchang city, Jiangsu province, and demonstrating development strategies for Shashi city, Hubei province, and Xinyu city, Jiangxi province etc. as well as large enterprises such as Dongfeng Motor Company. Among all the projects accomplished, the most worthwhile one is the twice investigations into the development strategies of Yangtze River Basin CAPS devoted all the efforts to, the achievements of which won high praise from social circles and became one of the important basis for the State Council to make the Yangtze River Basin development plans, and the monographs related to them were published.

CAPS sponsored the Knowledge-based Economy Forum in 1998. Hereafter, there were 5 large seminars on knowledge-based economy and the publications such as Expertise of Knowledge-based Economy and a Book of Knowledge-based Economy, which were highly influential in the society and the theory field.

In 2003, Premier Wen Jiabao approved the research project on Productivity Development of China. Some sub-subjects have been accomplished till now, including Strategies of ecological productivity in Anji country, Huzhou city, Zhejiang province, Productivity of Chinese enterprises, Study of corporate governance of Shanghai Baogang Steel Group , Mutually beneficial and cooperative development strategies of Chinese productivity development towards the south in the early 21st century —— Study of productivity development of Yunnan province towards Southeast Asia and South Asia, Study of establishing heavy chemical industry base of energy sources in Shanxi province, and so on, all of which won high praise from social circles. Among those, Mutually beneficial and cooperative development strategies of Chinese productivity development towards the south in the early 21st century —— Study of productivity development of Yunnan province towards Southeast Asia and South Asia gained recognition from Premier Wen and he instructed National Development and Reform Commission, Ministry of Commerce, and Ministry of Foreign Affairs to perform strict demonstrations and put forward practical schemes. The Productivity Development of China International Forum during November 17-18, 2005 was a test of research results of Productivity Development of China at current stage. And general report and 18 sub-reports of Productivity Development of China, which were highly influential in the society, had been accomplished.

During these years, CAPS has published 7 thesis collections of productivity economy. There're also several dozen monographs written by members and directors. In 1995, 4 kinds of the theses won the grand prize, 20 kinds the first prize, 21 kinds the second prize, and 5 kinds the honorary prize. There were totally 49 kinds of prizes, and 65 pieces of theses awarded. In 2000, 23 books won the Excellent Productivity Works Prize of Honghe Cup, 104 won the thesis prize, and 30 was awarded the prize for remarkable contribution to the national productivity development.

2 、 CAPS hosted the 12th World Productivity Congress successfully

CAPS has already got in touch with some international academic and consulting organizations focusing on the study of productivity science. It was admitted into WCPS (World Confederation of Productivity Science) as formal member in 1987 and has sent delegations seven times to the World Productivity Congress and Forum hosted by WCPS. At the 10th World Productivity Congress held in Santiago , Chile , in October, 1997, it was decided that CAPS and the Hong Kong Productivity Council, jointly representing the People's Republic of China , would host the 12th World Productivity Congress. The Congress was held successfully in Hong Kong and Beijing during Nov.6th-10th, 2001. 101 members of CAPS attended the Congress in Hong Kong from November 6th- 8th and the Congress for the later period was held in Beijing from November 9th- 10th. Mr. Sink, President of WCPS praised the 12th Congress as the best of all the 12 Congresses hosted by WCPS. Nearly 600 domestic and foreign delegates attended the congress held in Beijing . On the theme of Creating Wealth by Systematic Economy, discussions had been taken warmly at five forums. Mr. Wen Jiabao, vice-premier at that time, gave a thematic speech on “Jointly Promoting the New Development of the World Productivity” and received warm applause. Particularly, he pointed out that CAPS, WCPS and other organizations of productivity science in the world should continue the study into the productivity development, develop wide exchange and cooperation internationally, and make joint efforts for the purpose of achieving greater world productivity development in the new century and creating more bright future for the mankind. The speakers and delegates attending the Congress are world-class, including business leaders, senior scholars, government officials and specialist on productivity over the world. They exchanged new theories, new conceptions and excellent operation methods on improving productivity and creating wealth in the new century on the Congress.

3 、 Main task of CAPS

Studying the composing factors, constituting forms, relating structure and law of motion of social productivity in the civil economic management system, education system, science and technology system and information system.

While making a comprehensive study on the enterprise productivity, industry productivity, regional productivity, social productivity and world productivity, we should follow the current trend of Western Development and Entry into WTO, and focus on the current topic of innovation and Sustainable Development, attaching more importance on the regional and world productivity.

Making an active study on the market system of productivity, contributing much more realistically to the transformation of the achievements of science and technology and theory to the real productivity.

Organizing the study and appraisal activities on the projects and subjects concerning productivity. Awarding prizes regularly for the remarkable contribution to the productivity development and excellent works and articles on productivity.

 Offering training and consultative services for enterprises to develop productivity.

Holding annual meeting of productivity and irregular academic seminars and going forward for a combination of the technology exhibition, auction meeting, project achievement exchange meeting and human resources exchange meeting.

4 、 The prospect of CAPS

CAPS is a reservoir rich in human resources. There are many scientists, senior scholars, business leaders and government officials among the members. On one hand, they are the strong supporters of the association as carrier of a combination of knowledge, technology, information and fund. On the other hand, the association offers various kinds of services to the members.

The final development goal of CAPS is to be a powerful center for consultation and training on productivity, which requires conscientious study on the market system and human resources management in order to make all the productive factors reasonably flowing and optimized allocated. We will design projects with a market orientation and develop work with projects as its center. As to the authentication and transformation of the technological achievements, we will offer a coordinated-process service of technological authentication, filtration, design and clearly established property right. Furthermore, we plan to set up a prize for the remarkable contribution to the productivity development, through which the management innovation and improvement of productivity are encouraged. And we will also perform the authentication and popularization activities of managerial techniques conforming to enterprises in China .
Concerning training, we will contact widely with senior scholars having rich theory base and entrepreneurs with arduous working experience, and have them as the speaker, developing study and discussion in an interactive way. At the same time, we will undertake the international training project.

5 、 The organizational framework of CAPS

The association is consist of private members and group members. Private members are those specialists and scholars who have contributed so much to the theory or practice of productivity. They are in the various fields such as theory, journalism, business and government.

On the 10 th anniversary convention held in Xian city, Shangxi Province,Oct.23,1998, Yu guanyuan was elected to be honorary president, Zhang Sai was elected to be the President, Yu Xili 、 Yu Ruihou 、 Liu Fangyu 、 Liu Hanzhang 、 Li Youquan 、 Zhang Kui 、 Chen Shengchang 、 Qiou Jiankang 、 Zhao Hanqin 、 Gao Tiesheng 、 Yuan Daomen 、 Mao Tianqi 、 Zai Ligong 、 Lu Shiming 、 Cai Jianhua 、 Xiong Yingwu were elected to be vice-president, among them, Mr. Chen Shengchang was also elected to be secretary-general. Our association invited Zhu Rongji 、 Ding Guangen 、 Ma Hong 、 Wang Maolin 、 Wang Mengkui 、 Wang Yu 、 Liu Yi 、 Xu Yi 、 Sun Weiben 、 Li Jingwen 、 Zhang Zhuoyuan 、 Fang Weizhong 、 Yang Bo 、 Zhou Shulian 、 Tong Dalin 、 Qian Weizhang 、 Chen Andong 、 Xue Rongze to be as advisers. Our association has 38 league members, 700 senior members and more than 11000 members. Li Yinin was the honorary director, Yu Guanyuan 、 Li Yinin 、 Wang Mengkui 、 Zhu Linan 、 Zhang Sai 、 Lu Yongxiang 、 Tong Daning were the consultants, Chen Shengchang 、 Yuan Zhengguan 、 Jiang Baoen were the director.

The Chinese Association of Productivity Science also established many expert committee such as The Science & Technology Productivity, Network Economy, Enterprises Development, Enterprises Trusteeship Expert Committee, etc., developing lots of effective activities.

The Chinese Association of Productivity Science continue to consider the important problems of the world productivity, welcome the productivity-study fiends from all walks of life attend the scientific research, consulting, investigating activities of our association.
