  1. In Sun Shangqing's book “On the Research of Productivity Status in Political Economics” (“Economic Research”) in 1961, he analyzed the problems of productivity and what discipline it should belong to, and he proposed to “set up a science that studies the organization of productivity, which could be called productivity organization science. It should connect means of production with superstructure to study the law of productivity organization (including collaboration and division of labor).”

  2. In 1962, Yu Guangyuan put forward the view of setting up productivity economics. He believed “Political economy is a science that connects productivity and superstructure”, “In political economics, the productivity economics, which studies productivity and connects means of production with superstructure, should arouse enough attention,” “Productivity economy and political economics should be regarded as two parallel theoretical economic sciences.”(See Sun Shangqing: “Productivity economics Review” on People's Daily, Oct. 3, 1982.)

  3. In 1979, Yu Guangyuan published an article entitled “On founding and developing Productivity Economics of Marxism” (draft edition) (originally on “Economic Research Reference Material” 53rd Issue in 1979, later included in “Productivity economics Collections” which was published by Guizhou People's Publishing House in 1981.) In this proposal, he explained three aspects: 1. What kind of science is the Marxist “Productivity economics”? 2. What contents should be included in this science? 3. Where should we begin with in founding this science? He pointed out that the economics whose study object is productivity, the unity of social material resources production, is productivity economics. As for the reason why the productivity can be regarded as an independent economics, he believed that: First, productivity itself is an independent and highly generalized economic field; it is parallel to means of production. Since means of production are separated from production unity and become an important category of economics--- the study object of political economics, productivity can also be separated from production unity and become another important category in economics---the study object of “productivity economics”. Secondly, although it is a law of means of production that the means of production will boost or hinder productivity development and therefore is an important research subject in political economics and is included in political economics, it is also the law of productivity development and changing, and is included in “productivity economics” as well. Besides, productivity also has a law to change with its own contradictions, and the study on its law is just the contents of “productivity economics”, which cannot be included in political economics. Marxist “productivity economics” has its won profound research contents.

  4. From November 17 to November 27 in 1980, Guiyang city held the first academic session on productivity economics (namely the first academic annual meeting). The session was initiated by Yu Guangyuan and jointly organized by the Research Institute of China Academy of Social Sciences, the Industrial Economy Research Institute of China Academy of Social Sciences, Guizhou Academy of Social Sciences and Guizhou Science and Technology Association. Sun Shangqing presided over the meeting. 57 people attended the meeting including those theoretical workers and teaching staff, the people from economic and technological sectors, and news media and publishing houses and other related departments from 42 units in different ministries, 12 provinces, autonomous regions and municipalities of China. The theme of the session is productivity economics and four modernizations. The session also discussed the necessity of founding productivity economics, the object and method of studying productivity economics, the macro-productivity economics and micro-productivity economics, etc. After the meeting, Guizhou People's Publishing House published “Papers on Productivity Economics”. The session declared the founding of the Productivity Economics Research Association of China, and elected the first executive council consisted of 36 people. Yu Guangyuan was elected as Chairman. Sun Shangqing, Feng Dimin, Ren Yan, Yang Shusheng, Zhan Wu, Xue Baoding were elected as Vice Chairman. Ren Yan also acted as Sectary-general, Wang Shengxi, Bo Xiaoxuan, Xue Yongying were Deputy Secretaries-general.

  5. On October 20 1981, a council meeting was held in Beijing. 16 directors attended the meeting and they discussed the preparation work of the second annual meeting.

  6. From February 25 to March 4, the second annual academic meeting was held in Wuhan. 143 people from 115 units of 28 provinces, autonomous regions and municipalities attended the meeting. The theme of the meeting was productivity economics and economic development strategy. Representatives submitted 85 theses to the meeting. Compared with the previous annual meeting, the number of researchers of this meeting became much larger; the academic level of theses improved much, research expanded to the important fields such as productivity structure, productivity movement quantity analysis, and the interaction between environment and productivity. One major event of this annual meeting was to declare that the Technological Economic Research Center had decided to build a solid relationship with some academic groups such as National Productivity Economics Association and prepared to entrust some special research subjects connected with national construction to these academic groups. Premier of the State Council had already approved the plan. These indicated that our country attached great importance to productivity economics. Many of theses were collected into “On Productivity economics” on this annual meeting. The book was published by Jilin People's Publishing House. This annual meeting declared the list of consultants whom the first executive council intended to hire, they were: Ma Hong, Sun Yefang, Liu Kun, Xu Dixin, Fang Weizhong, Qian Weimin, Peng Min, and Tong Dalin. The second executive council consisted of 70 people elected. The executive council elected Yu Guangyuan as Chairman, Sun Shangqing(senior), Xiang Qiyuan, Feng Dimin, Ren Yan, Yang Shusheng, Zhou Shulian, Mi Jiafan, Zhan Wu, and Xue Baoding as Vice Chairmen. Sectary-general was Xue Yongying and Deputy Secretaries-general were Chen Dongsheng, Wang Shengxi, and Bo Xiaoxuan.

  7. In 1982, entrusted by the Development Research Center of the State Council to study the urban problems, the seminar gave the task to Shanghai Productivity Economics Research Society. In the next year, the proposed report was published on the inner publications of the Development Research Center of the State Council.

  8. In September 1982, the session on productivity development in undeveloped regions was held in Huhehaote. The theme of the session was to summarize the experience and lessons of the productivity in undeveloped regions and to explore the development ways in future. 65 representatives attended the session.

  9. In Oct 1982, sessions on foreign productivity theories and research methods were held in Guiyang.

  10. In 1983, productivity economics were held in Peking University, and the people giving lectures included Liu Fangyu, Xue Yongying, Chen Dongsheng, Chen Shengchang, and Li Yue.

  11. From May 30 to June 5 in 1983, productivity economics teaching syllabus symposium was held in Hangzhou. Teachers from more than 40 universities and Party schools at provincial and municipal levels, and scientific research personnel from some scientific research units attended the symposium. The grand occasion reflected that many scientific research personnel began to show interest in this new subject. By that time, 6 universities had already established this course, and more than 20 other universities planned to do so. To better adapt to the needs of these universities, after serious discussion, two teaching syllabuses respectively for liberal arts and sciences were drafted. This symposium was of great significance, firstly it promoted the development of the teaching of productivity economics; secondly, it promoted the compilation and publishing of productivity economics works.

  12. From July 25 to August 3 in 1983, the third annual academic meeting was held in Kunming. The theme was productivity economics and priorities. The representatives submitted more than 180 papers; the contents were extensive, covering the main aspects of productivity economics system. The most striking characteristics were that more studies had been on the study of productivity development law. The thesis collection of “Productivity Law Research” was compiled by Economic Science Publishing House after the meeting. A lecture on the special subject of Economics was held during the annual meeting. The meeting elected the third executive council that consisted of 52 directors. The council elected Yu Guangyuan as Chairman; Sun Shangqing, Xiang Qiyuan, Ren Yan, Zhou Shulian, Xue Baoding were Vice Chairmen; Xue Yongying was Sectary-general, Chen Dongsheng, Wang Shengxi and Bo Xiaoxuan were Deputy Secretaries-general. (In 1984, Leshan meeting co-opted 15 Directors and the total directors of this council were 67.)

  13. In October 1983, Xiong Yingwu's book “An Introduction to Productivity Economics” was published by Heilongjiang People's Publishing House. This was the first book on productivity economics in China. It focused on the important theory of his persistent claim “productivity first”, which aroused great attention of the academic field.

  14. In 1984, a lecture on productivity economics was held in Peking University.

  15. In 1984, the Productivity Economics Research Association of China and the National Industrial Economic Association were entrusted by the State Planning Committee to research on the layouts of China productivity during the Seventh Five Years and a decade after it. The principal of the subject was the Director and Deputy Sectary-general of our association Chen Dongsheng. The two associations respectively submitted stage research results and the final reports. Some of the views in the research report were included into the Seventh Five-Year Plan.

  16. From May 20 to July 10 in 1984, the Productivity Economics Research Association of China and the Yangtze River Shipping Administration Bureau of the Ministry of Communications jointly organized the Yangtze River comprehensive, explorative inspection and research. Beginning from the upper reaches of the Yangtze River Leshan city to Shanghai, the journey extended for 7000 kilometers and lasted for 52 days. Participating experts were 36, and the exploration theses and papers were 68. A series of editorials, comments and news were published on the national newspapers and magazines such as “People's Daily”, “Economic Daily”, “Economic Reference”, and “China Social Sciences”, which started the first upsurge to comprehensively explore the Yangtze River. The inspection led to two important results: one was the “Inspection Report of Comprehensive Exploration of Yangtze River”(advice), published by China Zhanwang Publishing House in 1986; the other was the “Yangtze River Economic Research”(monograph), published by China Zhanwang Publishing House in 1986. The main contents of the inspection report were:   (1) The shipping condition of the water system in Yangtze River was very good, but due to the system and policy reasons, the exploration level was very low. Developing Southwest China, constructing the three economic zones of Chongqing, Wuhan and Shanghai should all make full use of Yangtze River.

  (2) The exploration of Yangtze River should consider many aspects of floods preventing, electricity generating, shipping, etc. Floods prevention was the premise of the comprehensive utilization. Electricity generating should be based on “transferring electricity from West to East”. It was advised to accelerate the building of Three Gorges water conservancy pivotal projects.

  (3) It was advised to make use of the abundant resource, convenient shipping, affluent mines and existing industrial and agricultural basis of Yangtze River, and to build an industrially condensed belt through the West and the East, and bringing along the South and the North.

  (4) Oriented to the existing problems in the argumentation of the Three Gorges construction, important suggestions were put forward, which advised to accelerate the reform of water conservancy administration system and of shipping administration system. It could not be comprehensively explored and utilized without reform. The report was submitted to Party Central Committee, State Council, and aroused great importance among the leaders.

  17. In October 1984, the “Seeking Truth Academic Journal” of Heilongjiang University and the Economic Research Association published “Productivity Economics Mechanism” edited by Xiong Yingwu. It was a tentative teaching material for teaching needs. Xiong Yingwu mailed the book to Qian Xuesen, hoping to get some tips from Qian. After receiving the books, Qian Xuesen wrote to Xiong Yingwu on April 2, 1985, showing his great enthusiasm and support of productivity economics research.

  18. In April 1985, a lecture on productivity economics was held in Hangzhou.

  19. From April 21 to 26 in 1985, the fourth annual academic meeting was held in Hangzhou, the theme of which was productivity economics and world new technology revolution. 119 representatives attended the meeting and they submitted 65 theses and monographs. The meeting discussed the issues of new technology revolution and industry structure, productivity layout and regional economy, new technology revolution and scale economy; it also discussed subject-building issues such as new technology revolution and productivity economics. In the meanwhile, the development of new technology revolution challenged productivity economics in that the theoretical system and methodology should make breakthrough. After the meeting, Zhejiang University Publishing House published a thesis collection “productivity economics and new technology revolution”.

  20. In 1985, a lecture on productivity economics was held in Chengde.

  21. In August 1985, a seminar on economic development issues of agricultural counties was held in Jinsha county, Guizhou province. 75 scholars from Beijing, Sichuan and Guizhou attended the seminar. It provided consulting service to the development of Jinsha county.

  22. In 1985, three productivity economics works were published. One was “Concise Productivity economics Course” written by Cai Jianhua; one was “Productivity Economics Course” edited by Cai Jianhua; and the other was “Productivity Economics Basis” co-written by Sun Dade, Zhang Zuoyou and Feng Dayu.

  23. In April 1986, at the invitation of Shashi, Hubei province, we organized and presided an argumentation conference on economic development strategy. 58 experts and scholars in the nationwide attended the conference, and the argumentation report was provided to the State Council, Hubei province and Shashi city for reference. In this conference, 23 people were co-opted and thus led to the fourth executive council of 90 people.

  24. In September 1986, productivity economics theoretical system symposium was held in Yantai city, Shandong province. From 1983 to 1986, 9 monographs and teaching materials on productivity economics were published. The symposium evaluated these works and specified the direction of further developing productivity economics research. This move propelled the publication of productivity economics monographs and teaching materials.

  25. From October 25 to November 10 in 1986, a comprehensive exploration inspection research of Hanjiang and Xiangjiang was implemented. The inspection was initiated by the Ministry of Communications and the Economic and Social Development Research Center of the State Council, and was co-organized by the Productivity Economics Research Association of China and the Yangtze River Shipping Administration Bureau. Beginning from Xi'an, through Hengyang and ending at Wuhan, the journey lasted for 17 days and 4000 kilometers. There were 30 participating experts. At last, a policy suggestive report was submitted to the State Council, and Vice Premier Li Peng approved it.

  26. In 1986, the editorial of the association “Productivity Research” was on trial. And in 1987, it was officially founded. Gu Mu made epigraph for the title of the editorial, and Wang Renzhong, Yu Guangyuan, Xu Dixin, Ma Hong, Qian Yongchang, Liu Guoguang, Sun Shangqing, Song Tao, Dong Fureng, Luo Yuanzheng, Xiong Yingwu made the epigraphs for the first issue. The editorial was first hosted by the Productivity economics Research Association of China and Shanxi Productivity Economics Research Association. It greatly propelled the subject construction and productivity theoretical research of productivity economics.

  27. Five productivity economics works were published in 1986: “Productivity economics” edited by Xue Yongying; “Brief Introduction to Productivity economics Principles” co-written by Jiang Yingquan and Xie Hekuan; “Summary on Productivity economics” by Ji Xingru and Chen Yixian; “Productivity economics” by Xiao Liang and Chen Shengchang; and “Compendium on Productivity economics” by Xue Yongying.

  28. From May 17 to 20 in 1987, a delegation of 9 people from the Productivity economics Research Association of China attended the world productivity academic symposium held in Washington, America. The theme was the exploration of human resource.

  29. In August 1987, a Teaching Experience Exchange Conference on Productivity economics was held in Qingdao. The conference was co-hosted by the productivity economics associations of the national Party schools system. It greatly promoted the productivity economics-teaching program.

  30. In September 1987, “The Principles of Productivity economics” was published, the chief editor was Xiong Yingwu and deputy editors were Wang Kai, Zhang Yi, Wu Guohua and Meng Qinglin. It was included into the teaching materials selected by the State Education Committee. The book was awarded for the Sun Yefang Economic Science Works in 1988.

  31. In June 1988, the fifth annual academic meeting was held in Xinyu city, Jiangxi province. Its theme was productivity economics and the socialism primary stage. The meeting discussed the characteristics of the productivity of socialism preliminary stage, development trends and motive mechanism. It also discussed the issues such as industrial structures and productivity layouts. On the meeting, it was officially declared that Ding Guangen, Ma Hong, Liu Yi, Zhu Rongji, Fang Weizhong, Yang Bo, Tong Dalin and Qian Weichang were invited as the consultants of the association. The meeting also elected the fifth executive council of 133 Directors. The executive council elected Yu Guangyuan as Chiarman, Sun Shangqing as the first Vice Chairman, Yu Xili, Wang Jue, Ren Yan, Zhou Shulian, Xiong Yingwu and Xue Yongying as Vice Chairmen. In the meanwhile, an argumentation conference on economic and social development of Xinyu city, Jiangxi province was held, more than 50 experts attended the conference and the final argumentation report aroused the attention of the related departments.

  32. From September 25 to 28 in 1988, a delegation of 14 people from the Productivity economics Research Association of China attended the sixth World Productivity Conference held in Montreal, Canada. The theme was to learn from experience.

  33. In October 1988, “The Theoretical History of Productivity” written by Wang Shenzhi was published. It was the first monograph on the theoretical history of productivity in China. At the same time, the book “Productivity economics Course”, having Liu Fangyu as its Chief Editor and Li Yue and Nie Delin as Assistant Editors was published. Liu Fangyu was also one of the founders of productivity economics.

  34. In December 1988, “On Social Productivity” written by Liu Guifang was published. It was our council's first productivity theoretical monograph published by People's Publishing House.

  35. On June 22, 1989, Beijing standing council meeting was held in Beijing. The meeting discussed the matters related to the sixth annual academic meeting.

  36. In September 1989, “The Natural Humanization and Human Naturalization---the New Exploration of Productivity Theory” with Gao Guangren as its Chief Editor, and Yan Shusen and Zhang Zuoyou as Assistant Editors was published. The book was the cooperative product of the scientific scholars in the disciplines such as philosophy, economics and education, demography, etc. Qian Xuesen once recommended this book to the attendants on a meeting of National Science Association.

  37. In October 1989, the national sub-association secretaries' meeting was held in Foshan city, Guangdong province. The meeting discussed the new thinking of our national productivity development strategy.

  38. In November 1990, the sixth annual academic meeting was held in Changsha city, Hunan province. Its theme was productivity economics, the Eighth Five Years plan and the Ten Years Programming. 191 representatives attended this meeting. The meeting received 61 theses and showed excellent academic results during the 10 years since its foundation. The meeting elected the sixth executive council of 162 people. The executive council elected Yu Guangyuan as Chairman; Sun Shangqing as the first Vice Chairman, Yu Xili, Wang Jue, Ren Yan, Zhou Shulian, Xiong Yingwu and Xue Yongying as Vice Chairmen; Xue Yongying also acted as Sectary-general; Wang Shengxi, Bo Xiaoxuan, Zhang Delin, Zhang Zuoyou and Chen Yuru were Deputy Secretaries-general.

  39. In September 1990, Director Feng Guangming of the Productivity Economics Research Association of China attended the seventh World Productivity Conference held in Kuala Lumpur, Malaysia. Its theme was to create the continuous change.

  40. In October 1991, the Development Academic Symposium on technological productivity and large-and-medium scaled enterprises was held in the second automobile-manufacturing factory of Shiyan city, Hubei province. 49 people attended this symposium. This was the first time when the Productivity economics Research Association of China co-hosted academic conference with a large-scaled enterprise.

  41. From February 12 to 14 in 1992, the standing council meeting was held in Shijiazhuang city; 22 people attended the meeting to discuss the matters of the seventh annual academic meeting, etc.

  42. From May 19 to 23 1992, the seventh annual academic meeting was held in Qingdao city, Shandong province. The theme was the productivity economics and speeding of reform and opening-up. 161 representatives attended the meeting and they submitted 73 academic theses. The association suggested the State Council that “on the basis of the judgment that all the people of the Party and the nation learn science and technology, the slogan of “science and technology boost the country” should be put forward and the national scientific consciousness should be enhanced to a high level.” On the meeting, the ceremony to release “Productivity economics Dictionary” was held. The chief editor was Zhang Zhicheng, the deputy editors were Zhang Zuoyou, Xu Yishi, Lin Wanxiong, Wang Disheng, Meng Xianzhong and Yin Zhongyuan. The dictionary was the first productivity economics dictionary in our country. In the meanwhile, the ceremony to release “Qingdao Products Structure Adjustment” was held. This meeting clearly proposed that on the constitution of the executive council, more enterprise representatives should be added, because the enterprises organized and developed productivity directly, if association could unite with enterprises, it would do benefit to the development of productivity. The meeting elected the seventh executive council of 254 people, among them the leaders accounted for 32.2%, entrepreneurs accounted for 18.5% and academic scholars accounted for 46.8%. The executive council elected Yu Guangyuan as Honorary Chairman, Sun Shangqing as Chairman, Xue Yongying as Senior Vice Chairman, Yu Xili, Wang Jue, Ren Yan, Zhou Shulian, Yuan Daomou, Mao Tianqi and Xiong Yingwu as Vice Chairmen. Xue Yongying also acted as Sectary-general, Zhang Delin(senior), Zhang Zuoyou, Chen Yuru, Wang Shengxi, Bo Xiaoxuan, Xu Zelin, Liu Jinglin, Li Xiaofan, Wei Bingyi and Hao Jiying were Deputy Secretaries-general.

  43. From December 10 to 13 in 1992, expert team was organized to inspect and research the successful experience of Jiangxi Automobile Manufacturing Factory (Jiangling Automobile Group Corporation) and the struggling process of entrepreneur Sun Min from the prospective of productivity economics.

  44. From December 15 to 18 in 1992, the seminar on transference of governmental functions and enterprise mechanism was held in Jiangxi Copper Corporation in Xijiang city, Jiangxi province. 35 representatives attended the meeting, and they held lectures on market economy and enterprise system for the carders of Jiangxi Copper Corporation and Yingtan municipal government.

  45. From May 23 to 27 in 1993, a delegation of 28 people from the Productivity economics Research Association of China attended the eighth World Productivity Conference. The theme was market economy and development strategy.

  46. From September 5 to 7 in 1994, the eighth annual academic meeting was held in Taiyuan city; the theme was market economy and productivity development. 142 representatives attended the meeting. The meeting received 51 theses and discussed the issues such as constitution, operation and development of market economy mechanism and social productivity; it also discussed the imbalance between the development of the mid-west and the east, and how to realize the economic take off of mid-west areas. The meeting adopted “Taiyuan Declaration”, indicating the principles and direction of researching productivity economics and promoting productivity development. The meeting elected the eighth executive council of 277 people, and elected Yu Guangyuan as honorary Chairman, Sun Shangqing as Chairman, Xue Yongying as senior Vice Chairman, Yu Xili, Yu Ruihou, Zhang Kui, Li Runru, Yuan Daomou, Mao Tianqi, Gao Mingxiang, Cai Jianhua, Xiong Yingwu and Xue Tongke as Vice Chairmen. Xue Yongying also acted as Sectary-general, Zhang Delin, Zhang Zuoyou, Chen Yuru, Wang Shengxi, Bo Xiaoxuan, Xu Zelin, Liu Jinglin, Li Xiaofan and Wei Bingyi were Deputy Secretaries-general.

  47. In 1995, a delegation of 18 people from the Productivity economics Research Association of China attended the ninth World Productivity Conference held in Istanbul, Turkey. The subject was the new thinking and strategy of the 21th century: people, technology and productivity.

  48. From August 12 to 13 in 1995, the executive council was held in Chengdu, 26 representatives attended the meeting and they discussed the matters of the ninth annual meeting and the first national productivity economics excellent works.

  49. From September 11 to 13 in 1995, the ninth annual meeting of the CAPS & 15 th anniversary of the academic seminar. The theme was productivity economics and state-owned enterprises reform. 93 representatives attended the meeting, and they submitted 41 theses and 5 books. The meeting checked excellent works during the 15 years since its foundation, and chose 116 excellent items. Among them there were 5 special-award works, the authors were: Sun Shangqing, Xiong Yingwu, Wu Guohua, Meng Qinglin, Gao Guang, Yan Shusen, Zhang Zuoyou, Xue Yongying, Zhang Delin and Li Xiaofan, etc.; 20 first-award works, and the authors were: Cai Jin, Cai Jianhua, Xiao Liang, Chen Shengchang, Liu Fangyu, Wang Shenzhi, Zhang Zhicheng, Tang Yuanhu, Wang Daoyi and Feng Zibiao, etc.; 5 special-award theses, and the authors were: Ke Zongrui, Yuan Daomou, Lu Jiarui, Wei Bingyi, Yin Qingwei and Li Chao, etc.; 30 first-award theses, and the authors were: Zheng Xinli, Yu Ruihou, Li Yue, Tao Youzhi, Zhang Jiangyin, Lin Wangxiong, Liu Jinglin, Luo Zong, Yang Huanjin, Ma Ping, Li Fengsheng and Xiedi, etc. After approval by the National Ministry of Civil Affairs, it was formally declared on this meeting that “the Productivity economics Research Association of China” were changed into “the China Association of Productive Sciences (hereunder CAPS)”. The reason was that: considering productivity was not merely concerned with economics, the disciplines it covered became more and more; productivity was not merely a theoretical problem, either. It was more practical; productivity was not merely a national problem, how to coordinate the relationship between man and nature and thus to improve productivity and realize the appropriate economic development was the common issue faced by all the human beings. When the name was changed into the CAPS, it would help the work of theoretical workers and practical workers, and it was more convenient to carry out international communications. On the meeting, “Dongguan Declaration” was adopted and published. On this meeting, economic and social development of Dongguan was also discussed, and consulting service was offered to Dongguan city. Wang Jue, Ren Yan, Li Jingwen, Zhang Zhouyuan and Zhou Shulian were co-opted as consultants on this meeting. The meeting elected the ninth executive council of 295 people. The executive council elected Yu Guangyuan as Honorary Chairman; Sun Shangqing as Chairman; Xue Yongying as Senior Vice Chairman; Yu Xili, Yu Ruihou, Zhang Kui, Li Runru, Chen Shengchang, Yuan Daomou, Mao Tianqi, Gao Mingxiang, Cai Jianhua, Xiong Yingwu and Xue Tongke as Vice Chairmen. Xue Yongying also acted as Sectary-general; Ma Ping, Wang Zhigang, Feng Guangming, Zhang Delin, Zhang Zuoyou, Li Xiaomei, Li Xiaofan, Wang Shengxi, Chen Yuru, Lin Wanxiong, Xu Zelin, Cao Zhong, Zhang Gangzhu, Sui Zhenyuan, Bo Xiaoxuan, Wei Bingyi were Deputy Secretaries-general.

  50. On April 29, 1996, Sun Shangqing, the excellent Chinese Communist Party member, the loyal communism soldier, the member of the eighth National People's Congress Financial Committee, Chinese member of Sino-Japan Friendship 21th Century Committee, the dean of the State Council Development Research Center and famous economist, suddenly fell very ill due to the overwork and after the emergency rescue, he finally died in Beijing at the age of 65. Sun Shangqing's body was cremated at Babaoshan Revolution Public Cemetery. Jiang Zemin, Li Peng, Qiao Shi, Zhu Rongji sent wreaths; Hu Jintao, Li Tieying, Wen Jiabao, Wang Guangying and Luo Gan paid their last respects to his body.

  51. From May 24 to 27 in 1996, our country's first Academic Symposium of Culture and Productivity was held in Guiyang city. This meeting was co-hosted by the units such as Guizhou Culture Department. 91 representatives attended the meeting. The meeting, from the academic prospective and theoretical level, connected Marxism with productivity. It not only developed Marxist productivity theory, but also enriched Marxist cultural theory. The meeting also put forward the theory of Big Culture and Big Production. The theses presented at the meeting were compiled into the theses collection “The Uprising of Cultural Productivity” published by People's Publishing House. During the meeting, Guizhou government and Guiyang government respectively invited part of representatives to participate in the Guizhou and Guiyang economic and social development strategy consulting symposium.

  52. On May 24, 1996, the executive council provincial meeting was held in Guiyang city. The deep condolence was paid to Chairman Sun Shangqing. The candidates of new Chairman and the related matters were discussed on the meeting. And the meeting entrusted part of the representatives to report to honorary Chairman Yu Guangyuan when they came back to Beijing.

  53. On June 15, 1996, Xue Yongying, Chen Shengchang, Mao Tianqi, Zhang Zuoyou, Xiao Liang and Xie Youming reported to the Honorary Chairman Yu Guangyuan. Yu Guangyuan proposed to set up a working group composed of several Vice Chairmen and to practice collective leadership. After the meeting, a working group of Xue Yongying, Chen Shengchang, Mao Tianqi, Yuan Daomou and Cai Jianhua was set up to preside the work of the council.

  54. On April 20, 1997, executive council special meeting was held in Beijing, 24 executive directors attended the meeting. After the nomination by 8 Vice Chairmen, the meeting unanimously elected Zhang Sai as Chairman, and the 21 absent executive directors also showed their support by written or oral means. Zhang Sai was a famous economist; he had many works, especially in the field of input and output theory. He once acted in many important posts, such as vice governor of Shan'xi province, head of the National Statistics Bureau. His professional achievements were striking and he made great contribution to the national socialism building. The most prominent characteristics of Zhang Sai's theoretical study were perfect combination of theory and practice. His theoretical achievements were not only of great academic value, but also were of precious guidance significance in economic work. He would be our great leader. The meeting circulated the requirement of Xue Yongying to quit the posts of senior Vice Chairman and Sectary-general due to poor health. The meeting agreed with his requirement and praised his achievements in subject building and association building, and thanked him for this. Proposed by Vice Chairmen at present and nominated by Zhang Sai, the meeting unanimously elected Zhai Ligong as Vice Chairman, unanimously elected Mao Tianqi as Senior Vice Chairman, and unanimously elected Chen Shengchang as Vice Chairman and Sectary-general as well.

  60. From October 13 to 15 in 1997, a delegation of six people from CAPS attended the tenth World Productivity Conference held in San Diego, Chili. Chinese delegates held extensive communications on the meeting. Chairman Zhang Sai negotiated with the leaders of the World Confederation of Productivity Science on the issues of cooperation and communications between CAPS and the Confederation. He also submitted the invitation letter of Premier Li Peng to host World Productivity Conference in China. Due to the fact that Hongkong had already submitted to host the 12 th World Productivity Conference in Hongkong and made full preparation for it, we agreed to co-host with Hongkong. After the co-efforts between CAPS and Hongkong, the Conference finally approved that CAPS and Hongkong Productivity Council would co-host the 12 th World Productivity Conference of 2001 in Hongkong and Beijng.

  61. In November 1997, Du Weiqun, Ma Ning, Bai Yijin were appointed as Deputy Secretaries-general.

  62. On December 17, 1997, the National Ministry of Civil Affairs approved that the executive department of CAPS was changed from National Academy of Social Sciences to State Statistics Bureau.

  63. On March 27, 1998, Knowledge Economy Forum (originally named as: Technological and Economic Forum); more than 50 people attended the forum. It was co-hosted by CAPS, Market Economic Research Center of Beijing University, China Popular Science Institute, Economic Science Publishing House, Liaowang Weekly Economic Office, and Technology Daily Theoretical Section. Li Yining acted as honorary host; Chen Shengchang, Yuan Zhengguang, Jiang Bao'en were hosts; and Yu Guangyuan, Li Yining, Tong Dalin, Zhang Sai, Zhu Lilan and Lu Yongxiang were invited to be consultants. The meeting presented “Knowledge Forum Declaration”. Li Yining, Lu Yongxiang and Tong Dalin wrote inscriptions for the forum. On the basis of the speeches of the forum, Chen Shengchang edited a book “Knowledge Economy Experts Speeches”, which was published by Economic Science Publishing House. It became a best seller since its publication; it was published four times during half a year and played important role in spreading knowledge economy.

  64. From April 27 to 28 in 1998, Sectary-general meeting was held in Beijing. 17 people attended the meeting. The meeting affirmed CAPS's work from 1997 to 1998, and made it clear that all CAPS's work should be centered on knowledge economy in the era when knowledge economy was coming.

  65. From January 24 to 26 in 1998, the high level seminar of knowledge economy and development strategy was held in Beijing. More than 60 educational workers from all over the country attended the seminar.

  66. In April 1998, “Knowledge Economy Readings” edited by Chen Shengchang was published. It integrated science, knowledge and ration, and included the articles by many famous experts and scholars, such as Zhou Guangzhao, Yu Guanyuan, Zhu Lilan, Lu Yongxiang, Zhu Houze, Zhang Sai, Li Jingwen, Wu Jiapei, Zheng Xinli, Wu Jisong and Yuan Zhengguang.

  67. From August 20 to 25 in 1998, the Seminar on Productivity Flow and Reorganization & the Working Conference of CAPS was held in Rongcheng city, Shandong province. 15 people attended the meeting. The meeting discussed the preparation work for the tenth annual meeting and the setting of special committees, working bodies and research institutes. The meeting declared by the way of communications of the result of the election of Vice Chairmen: Liu Fangyu and Qiu Jiankang were elected as Vice Chairmen.

  68. From October 8 to 9 in 1998, the second knowledge forum meeting was held in Beijing. The theme was the science and technology of the new century and enterprise development. Vice Chairman Wang Guangying accepted representatives.

  69. From October 22 to 25 in 1998, the tenth academic meeting and reorganization seminar were held in Xi'an city Shanxi province. More than 140 people attended the meeting. The theme was productivity flow and reorganization. The subheading was knowledge economy and our national development strategy, and pursuing perfection through mankind and productivity. The meeting received more than 50 theses and it adopted the CAPS's bylaws after amendment. The executive council elected the tenth executive council of 307 people. It elected Yu Guangyuan as honorary Chairman; Zhang Sai as Chairman; Yu Xili, Yu Ruihou, Liu Fangyu, Sun Xiyue, Li Youquan, Zhang Kui(honorary), Chen Shengchang, Qiu Jiankang, Shao Hanqing, Gao Tiesheng(honorary), Yuan Daomou, Mao Tianqi(senior), Zhai Ligong(honorary), Cai Jianhua, Xiong Yingwu as Vice Chairmen. Chen Shengchang also acted as Sectary-general. Zhang Zuoyou, Wang Shengxi, Bai Yijin, Du Weiqun, Zhang Peng, Ma Ning, Gao Qinglin, Zhang You, Zhang Delin, and Lin Wanxiong acted as Deputy Secretaries-general. Liu Zuotian, Gao Mingxiang, Xue Tongke and Xue Yongying were awarded the title of “Honorary Director”. The meeting also was affirmed as the third knowledge economy forum meeting.

  70. On Nov. 4, 1998, the Hong Kong Productivity Council and our association submitted the reports of co-hosting the Twelfth World Productivity Session. After the approval of the Ministry of Foreign Affairs, it was submitted to the State Council and was approved by Premier Zhu Rongji and other main leaders of the State Council with their names circled on the document.

  71. On May 28, 1999, the subject program conference of the Twelfth World Productivity Session was held in Beijing. It was suggested that the general topic for the conference be “Boosting development by knowledge economy, and the general topic for Beijing conference should be “ Economic globalization and knowledge management”.

  72. Wang Mengkui, Xu Yi and Xue Rongzhe were co-opted as consultants of the conference in June 1999. Wang Mengkui was also invited as the consultant for the knowledge economy forum.

  73. The Standing Council was held at Lushan Mountain on August 6 to 8, 1999 with more than 40 attendants. In addition, Sun Weiben was co-opted as a consultant for the conference; Xie Yong and Lu Siming were co-opted as Vice-Chairmen. The conference discussed some issues related to the Twelfth Productivity Session.

  74. The fourth meeting of knowledge economy forum entitled “knowledge economy and innovation practices” was open in WuZhou Hotel, ShenZhen on August 28, 1999. Yu Guangyuan, Zhang Sai and part of entrepreneurs from ShenZhen gave a series of speeches on the macro-environment, micro- operation and industry prospect in knowledge economy age. Vice Chairman of the Standing Committee of the National People's Congress, Cheng Siwei, sent congratulatory letter to the session. Wu Jiapei, Chen Shengchang, Yuan Zhengguang, etc attended the opening ceremony as well.

  75. In October 1999, 17 people from the delegation of the National Productivity Council of China attended the Eleventh World Productivity Session held in Edinburgh, UK. Zhang Sai the Chairman and specially invited Handan Steel's board Chairman Liu Hanzhang gave speeches accordingly. The newly selected academician of the Academy of World Productivity Science, Yu Guangyuan, Zhang Sai and Li Jingwen were granted the certificates. The delegation visited Statistics Information of Germany after the session.

  76. The Fifth Session of Knowledge Economy Forum was held in Chengdu on Nov. 27 to 29, 1999. It was a session with a strong lineup of scholars. Yu Guangyuan, Wang Mengkui, Zhang Sai, Yuan Zhengguang and Chen Shengchang delivered specific reports on the session. Some entrepreneurs such as the Chairman of Hope Group Mr. Liu Yonghao gave speeches on the session accordingly.

  77. In December 1999, Liu Hanzhang was selected through voting by mails as Vice Chairman of our association.

  78. On May 3, 2000, the World Confederation of Productivity Science held the executive committee meeting in Washington D.C., USA to discuss the issue related to the Twelfth World Productivity Session. The representatives from our association attended the session. The session reviewed the tenet, strategic target of the World Confederation of Productivity Science, and distributed documents indicating its goals. The theme of the Twelfth World Productivity Session was agreed by consensus as: Creating Fortune through Interactive Economy.

  79. The Assessing and Selecting Committee of the Award for Second Productivity Theory Research and Practice Achievements was set up in June 2000. There are 34 committee members, with Yu Guangyuan as its director, ZhangSai as its executive director, Wang Maolin, Wang Mengkui, Li Yining, Zhu Lilan, Lu Yongxiang, Dong Furen as its consultants, Xiong Yingwu, Liu Fangyu and Chen Shengchang as it Deputy Directors, Chen Shengchang held Sectary-general as his concurrent post. The committee would collect achievements from inside and outside the association for awards.

  80. The joint organizing committee meeting of the Twelfth Productivity Session was held in Hong Kong from June 26 to 28, 2000 to discuss the preparation work. The China Recommendation Committee for the academicians of Academy of World Productivity Science was founded on this meeting. Yu Guangyuan was the chief committee member; Zhang Sai, Li Jingwen, Deng Guanyuan were the committee members; Chen Shengchang and Fang Jinrong were the executive secretaries.

  81. On July 5, 2000, on behalf on Chinese government, Vice Premier Wen Jiabao composed the invitation letter for the Twelve World Productivity Session and provided the pictures. These were printed on the invitation letters delivered to friends all over the world in the field of productivity.

  82. From Sep. 12 to 14, 2000, the preparatory meeting of the Twelfth World Productivity Session, the new economy and entrepreneurs' forum, was held at Wu Zhou Hotel in Shen Zhen. The principals of the CAPS and Hong Kong Productivity Council attended the session as the representatives of its sponsors. The Chairman Zhang Sai and Chairman Deng Xianyao gave speeches accordingly. Wang Mengkui, the director of the Development Research Center of the State Council, made specific report on the session. Professor Duthowen from the university of Maryland, who was also served as one of the responsible persons of the World Confederation of Productivity Science, the executive Chairman of the World Productivity Session, introduced the theme design. During the preparatory meeting, it also held the second formal meeting of the joint organizing committee of the Twelfth World Productivity Session.

  83. On Sep. 13, 2000, Mr. D, serving as the executive Chairman of the Twelfth World Productivity Session and one of the responsible persons of WCPS and on behalf of which, granted bronze certificate to the group members of the CAPS. The Chairman Zhang Sai and the Sectary-general-general accepted the bronze on behalf of our association.

  84. The 11 th academic annual meeting was held in Shen Zhen on Oct 28 to 30, 2000. There were more than 120 representatives attending. The theme of the meeting was new economy and the economic globalization. 56 theses were received by the meeting. The meeting hold a by-election of Cheng Siwei for honorary Chairman, invited Wang Haiyan, Xue Jun, Yang Shouzheng as consultants, co-opted Yuan Zhengzhong, Zheng Xinli, Miao Fuchun, Wu Jie and Deng Guanyao additional members to Vice Chairmen, co-opted 17 standing directors and 57 directors.

  85. From Dec 14 to 15, 2000, the assessment meeting of the first-class productivity theory and practice achievement of the CAPS was held in Beijing. There were altogether 155 first-class achievements elected. The following were the awards for outstanding contributions to the productivity: 3 first-award, the main winners were Lv Weichuan, Li Yanru, Wang Xuegong, Zhao Kun, Cheng Qingshou and Zhou Hougui, etc. The award for writings on productivity was: 3 special-award prizes, the main winners were Xue Jun, Xia Yongxiang, Wei Liqiao, Shen Bing and Wang Haihong, etc.; there were 6 first-award prizes under, the main winners were Wang Haiping, Lu Jun, Yan Geng, Zhang Shu, Xie Di, Zheng Qingtu and Jiao Binlong, etc. The award for productivity theses: 5 special-award prizes, the main winners were Zou Dongtao, Tan Zhongzhen, Zhang Kui, Dai Shuchu, Sun Baocun and Zhang You, etc; there were 10 first-award prizes, the main winners were Li Chuncai, Zhou Qiren, Zhang Xuanhua, Zhang Changsheng, Shen Yufang, Deng Yupeng, Li Xiaomu, Zhang Jiangyin, Zhang Feng and Cha Hongwang, etc.

  86. On Jan. 13, 2001, the press briefing of the Twelfth World Productivity Session and the second prize-giving ceremony for the national first-class productivity theory and practice results. Yu Guangyuan, Zhao Nanqi, Zhang Sai, Chen Shengchang, Zhai Ligong and Deng Guanyao bestowed the prizes to the winner.

  87. Deputy Director-General of Zhu Xiangdong was elected through voting by mails as Standing Director and Vice Chairman.

  88. From May 30 to June 1, 2000, led by its Chief Zhang Sai and Deputy Chief Chen Shengchang, 7 people from the CAPS delegation visited WCPS and attended the working conference for preparation of the Twelfth World Productivity Session held in Ottawa, Canada. This visit resulted directly in: 1. Established direct connection with the leaders of WCPS and laid good foundations for the success of the Twelfth World Productivity Congress and the exchanges in the future. It also enlarged the WCPS leaders' understanding towards China; 2. The content construction of the session and activities plans proposed by the CAPS was confirmed by the working conference. The Fellow candidates list proposed by China recommendation and election committee was also confirmed by the working conference; 3. Proceed smoothly in respect of gaining Canadian governmental supports towards the Twelfth World Productivity Session.

  89. The Sun Shangqing commemorative corpus was published in August 2001, collecting the memorial articles of Ma Hong, Gui Shiyong, Wang Maolin, Qian Yongchang, Zhang Zhuoyuan, Zhou Shulian, Liu Fangyu, Zhang Hanzhi, etc.

  90. On Oct. 31, 2001, the standing council was held in Beijing to discuss the relevant matters of the Twelfth World Productivity Session. The list of the leading organization of this session was formally announced in this meeting. The session's Honorary Chairmen were Wen Jiabao and Dong Jianhua; Chairman of the directive committee was Song Jian, Vice Chairmen were Wang Maolin, Wang Mengkui, Liu Qi, Zhu Zhixin, Wu Chunhe, the committee members were Wu Jie, Li Zibin, Liu Fangyu, Liu Zuotian, Zhu Xiangdong, Yang Shouzheng, Du Yuxin, Meng Xuenong, Zhou Ruijin, Yuan Zhengzhong, Xie Yong, Xiong Yingwu and Xue Jun; the session's director of China organizing committee was Zhang Sai, Deputy Director were Wang Haiyan, Feng Bing, Shi Dinghuan, Li Jingwen, Shao Hanqing, Chen Shengchang, Miao Fuchun, Zheng Xinli, Mao Tianqi and Zhai Ligong; the committee members were Yu Ruihou, Fang Jinrong, Mao Jianjun, Feng Nailin, Liu Jun, Liu Hanzhang, Zhang You, Zhang Peng, Zhang Ling, Zhang Kui, Zhang Zuoyou, Zhang Zhicheng, Zhang Baozhen, Yang Jun, Du Weiqun, He Changming, Gao Qinglin, Yuan Daomou, Lu Siming, Wen Junbin, Liao Caimao, Cai Jianhua and Wei Bingyi; Sectary-general was Chen Shengchang (concurrently),Deputy Sectaries-general were Zhang Peng (concurrently), Fang Jinrong (concurrently), Zhang Zuoyou (concurrently), Yang Jun (concurrently), Director of the routine affairs of the Session was Feng Nailin (concurrently), Finance Director was Dong Junlan. Feng Bing, Chief Editor of Economic Daily was elected at this meeting Standing Director and Vice Chairman.

  91. From Nov 6 to 10, 2001, we successfully organized the Twelfth World Productivity Session through cooperation with Hong Kong Productivity Council. There were 1200 people attended the part of meeting held in Hong Kong. Dong Jianhua, the leader of SAR, addressed the opening ceremony. The former US president Bush gave an substance speech; there were 600 high-level people from countries and regions attended the part of meeting held in Beijing, and submitted more than 100 theses. The basic situation of the part of meeting held in Beijing was: 1. it was paid high attention by the government and had high standard and large scale. Wen Jiabao, Vice Premier of the State Council at that time, presented the welcome ceremony of the session and made an subject speech entitled “improving jointly the development of the world productivity”, outlined incisively the development of the productivity. Scott Sink, Chairman of the World Confederation of Productivity Science, addressed the meeting and broadcasted the Canadian Premier congratulatory speech to the meeting's Beijing stage. There were 41 VIP attended the meeting's Beijing stage, including Zhao Nanqi, Vice Chairman of the CPPCC, Ni Zhifu, Former Vice Chairman of the NPC, Wang Maolin, Vice group leader of the publicity leading group of the Central Committee of the Communist Party of China, Wang Mengkui, D irector of the Development Research Center of the State Council, Zheng Xinli, Deputy Director of the research office of CCPC, Li Zibin, Deputy Director of the office of the western region development of the state council, Zhu Zhixin, Director-general of the national bureau of statistics, Xue Jun, Vice Governor of Shan Xi province, etc.2. Being rich in content. In addition to the substance speech, the session also successfully set up five forums for the enterprises examples, the western region development of China, traditional industry – industry upgrading and green productivity, and two sub-meetings. The substance speeches were all given by the government leaders, successful entrepreneurs and famous experts, scholars and professors from domestic and abroad. The topics of the forum include survival and development of human beings and the most essential, important and realistic problems relating to the future and fame of China. Because the problems under discussion were those generally cared by the people, not only the representatives showed high enthusiasms, but also attract pretty some students, postgraduates and doctoral students from universities and the discussion was permeated with lively atmosphere. 3. The society response was strong. The spectacular session was reported by CCTV news programs twice. The Economic Daily reported the whole process of the session and composed special issues. Other news media also made lots of reports. Mr. Scott Sink, Chairman of the World Confederation of Productivity Science, said that this session had been the most successful meeting for the past 30 years since the establishment of the WCPS. 4. Having deep meaning. The session created an opportunity for China being understood by the world. It also laid new foundations for productivity research theories, social practices and international exchanges. Comrade Jiabao told us that “the National Productivity Council of China, the World Confederation of Productivity Science and science organizations of productivity from all over the world should continue to further study the issues of productivity development, promote extensive international exchanges and cooperation and work together to realize the significant development of the world productivity in the new century and a better tomorrow for the human beings.” The National Productivity Council of China and the World Confederation of Productivity Science all advocate Comrade Jiabao's directive and believed that they should conduct studies on the current situation, problems, potentials and the measures of further improvement of Chinese productivity. Therefore, we set up a task group, designed the mid and long term study plans of China Productivity's Development and conducted joint tasks research with the World Confederation of Productivity Science. The newly elected academicians of the Academy of World Productivity Science during this meeting, Xiong Yingwu, Yang Shen, Xie Qihua, Xue Jun, etc., were granted the certificates.

  92. In Nov. 2001, the final result of an important research program of the national social science the nine 5-year planning, the New Study of the Enterprises' Management, was formally published. Its chief editor was Cai Jianhua, deputy chief editors were Zhang Zuoyou and Wang Haiping and over 50 directors and committee members involved in this work. This book especially emphasized on the significant meaning of beneficial impaction among enterprises' reform, reorganization, transform and strengthening management. It stated fully the view of management science technologies were also the primary productive force.

  93. In Feb. 2002, the Productivity Economics was formally published. Its chief editors were Wei Bingyi, Yin Qingwei and Zhang Zuoyou, some directors from our association joined in the composition work. Its honorary chief editors were Qian Weichang, Wu Jieping, Zhou Guangzhao, Ji Xianlin and Zheng Bijian. It was part of the Collection of the Modern Science of China with Wang Luolin and Zhang Zhuoyuan as its chief editors.

  94. In March 2002, the Dictionary for Productivity Economics (new edition) was formally published. Its chief editors were Zhang Zhicheng, Zhang Zuoyou, Lin Wanxiong and Li Haibo. More than 50 directors from our association joined the composition work.

  95. In April 2002, comrade Jiabao gave a speech entitled promoting jointly the new development of the productivity on the Twelfth World Productivity Session, it was published in the second issue of Productivity Research. In the same issue, it also published Creating Fortune in the Related System – the Summary of Hong Kong Stage Section of the Twelfth World Productivity Session, which was composed by Yuan Daomou, Vice Chairman of our association.

  96. In April 2002, the plan for the research subject of the Productivity Development of China was reported to comrade Jiabao and gained his support.

  97. On June 21, 2002, the 2002 election meetings for planning cases of Chinese enterprises and planner, and the planning meeting of China, all of which sponsored jointly by China Enterprise Culture Improvement Association, the International Planning Association of China and our association, were held in Beijing. Around 300 people who were famous entrepreneurs of partial domestic companies and the enterprises' planning supervisors attended the meeting. Bu He, the vice-Chairman of the NPC, granted the awards for organizations and individuals. Zheng Xinli, Deputy Director of the p olicy research office of central committee of CPC and Vice Chairman of our association, gave an speech during the meeting.

  98. In August 2002, the thesis collection for the Twelfth World Productivity Session, Creating Fortune through Related Economic Systems, was formally published. Its chief editor was Chen Shengchang and deputy chief editors were Zhang Zuoyou and Zhang Fan.

  99. In Sep. 2002, Promoting Jointly the New Development of the World Productivity – the Summary of Academic View of the Beijing Stage Section of the Twelfth World Productivity Session composed by Chen Shengchang and Zhang Zuoyou was published on the Reference Information of Economy Research.

  100. On Sep. 24, 2002, 6 people from the National Productivity Council of China visited the headquarters of WCPS and held working meetings. Thereafter, the delegation visited the Chicago World Trade Center to discuss the establishment of Chinese committee, and visited the University of Minnesota on their way.

  101. In Sep. 2002, our association began integrative cooperation with Chicago World Trade Center. The Chinese committee of Chicago World Trade Center was formally established. The consultants of the committee included 20 people coming from US and China with equal number. The consultants appointed by our association were: Zhang Sai, Cheng Andong, Wang Maolin and Shao Hanqing.

  102. On Dec. 2, 2002, the working meeting was held in Beijing to discuss the revision of the association's charter. Recommended by Sectary-general Chen Shengchang, discussed by the working meeting and authorized by the Chairman Zhang Sai, comrade Kang Yiwei was appointed as Deputy Sectary-general and held the position of head of publicity department concurrently.

  103. On Dec. 18, 2002, the discussion draft of the institute's charter was confirmed by the working meeting held on Dec. 2, 2002 and was printed and distributed to the members of the institute for their suggestions.

  104. The standing council was held in Beijing on Jan 10, 2003. Because of his being at an advanced age, Zhang Sai, who had contributed significantly to our association, recommended comrade Wang Maolin as the new Chairman of the institute. Comrade
Maolin was a famous economist who has lots of scientific papers, research reports and works. He was once acted as the vice governor of Shan Xi Province, deputy Sectary-general of Shan Xi province, Sectary-general and concurrently Chairman of provincial PCC, Sectary-general of Hu Nan Province and concurrently director of the provincial standing committee of NPC, vice group leader of the leading group of publicity work of Central Committee, and now serves as the vice director of law committee of NPC. Comrade Maolin was the member of the thirteenth, fourteenth and fifteenth Central Committee. He is a scholar-oriented leader and a leader oriented scholar who is the most suitable candidate for the Chairman of the institute. He has been actively worked in the front line of the research and development of productivity and enthusiasm towards the institute's work. Zhang Sai's recommendation was agreed by consensus of Vice Chairmen of the institute. The standing committee elected Wang Maolin as Chairman and Zhang Sai as Honorary Chairman. The Solution for Re-election was also adopted on this meeting.

  105. On Feb 5 to 6, 2003, Zhang Fan, Deputy Sectary-general, on behalf of Zhang Sai, Honorary Chairman and Wang Maolin, Chairman to present the council meeting of the World Confederation of Productivity Science. At the meeting, it was decided that the World Productivity Congress would be held in South Africa in October 2004. The subject of the session was initially constructed as: creating peace and property through productivity. The meeting also acknowledged that China (mainland)'s recommendation committee recommended Fellows to the World Academy of Productivity Science; it would be finally decided by “a group of three people”.

  106. In Jan. 2003, the situation of staged research of the Productivity Development of China was reported to comrade Wen Jiabao and gained his support again.

  107. On March 21 to 22, 2003, the third assessment and election meeting of the national first-class productivity theories and practice results was held in Beijing. The assessment committee comprised of 21 people including the assessment committee's: directors: Wang Maolin and Zhang Sai; members of the committee: Zheng Xinli, Xue Jun, Gao Tiesheng, Zhai Ligong, Chen Shengchang, Ding Guoxiang, Ma Ping, Yu Ruihou, Fang Gongwen, Li Yiping, Liu Qian, Liu Fangyu, Sun Mingquan, Shao Hanqing, Yuan Daomou and Liang Chuanyun. The members of the assessment committee generally thought the awarded results were typical in the field of the theory research and practice of the productivity, and achieved high level, had strong technicality, depth, innovation and reference values and social effects on a large scale. It gave an good example in the field of developing the productivity.

  108. On April 8, 2003, the famous economist professor Xiong Yingwu, who was Vice Chairman of our association, the Fellow of the Academy of World Productivity Science, passed away because of illness. He was actively involved in the creation and leading work of our association. He was one of the founders of our country's new discipline – productivity theory and productivity economics in new age, and was one of the reputable leaders of academia who was highly esteemed by our association. In respect of his works, not only the quantity is large, but also have new views, sharp style of writing, great momentum and enlightenment to the people. His passed away is not only a great loss to the National Productivity Council of China, but also a loss to China's economics area that cannot make up. His morality and achievements will last forever. His colleagues of the institute will commemorate him forever and carry on the will of him to make the productivity science and the NPCC better.

  109. In April 2003, our association published China Productivity Weekly to further enlarge the influence of our association in the field of productivity and build up a platform for experts and scholars who engaged in productivity theory research and successful practices. The guiding ideology of the periodic is: discussing the rules, strategies and countermeasures of the productivity's development in China and the world to build up a bridge for the development of productivity and provide good services for the continuous increase of the productivity in China and the world and the sustainable growth of economy.

  110. In June 2003, the medium and long-term research plan of the subject “Development of China's Productivity” was initiated officially in cooperation with World Confederation of Productivity Science and managers and participants were solicited for programs through invitation of bids. The programs include: theoretical research on the development of productivity, research on the strategies and policies for global development of China's economy, function of enterprises in the high-speed development of China's economy, function of banks in high-speed development of China's economy, progress and strategic targets of urbanization, China's economic growth and development of the western region, research on the appraising system and samples of productivity and competitiveness, etc.

  111. In June 2003, Wang Maolin, Chairman of CAPS, sent Ma Kai, Director of the State Development and Reform Commission, a letter concerning the progress of the plan and Director Ma Kai indicated in his comment on the letter that the State Development and Reform Commission would give support to the research and assign relevant leaders to attend meetings to demonstrate the subject.

  112. On July 19, 2003, the team for the subject of “Development of China's Productivity held an appraising meeting on Research on Development of Ecological Industry and Ecological Productivity in Anji County of Huzhou City in Zhejiang. The appraising commission fully affirmed the research results and believed Anji's experience of “developing ecologically” set up an exemplary model for other countries in development of their economies and should be recommended and introduced nationwide. The members of the appraising commission were: Wang Maoli, Zheng Xinli, Cheng Andong, Zhai Ligong, Chen Shengchang, Pan Shengzhou, Wu Wenliang, Kong Xiangzhi, Dai Jie, Xiao Bingnan, Chen Wei and Dang Xinghua.

  113. On July 4, 2003, Yu Guangyuan, a famous economist and Honorary Chairman of our association, invited 26 friends to join the celebration of his 88 th birthday in Beijing. Chen Shengchang, Secretary General of our association, went to the banquet to congratulate our respectable scholar and teacher on his birthday on behalf of our association. The atmosphere of the birthday banquet was warm and Mr. Yu beamed with joy and was happy about their coming. He talked freely with friends about economy, literature, current affairs and logging onto the Internet. Mr. Yu said he could still catch up with the time and think about things in his age and called himself a “sentimental” man. “I always worry about contemporaries and even later generations,” he said. Although he is already advanced in years, he still continues to think about things and write articles. He always gives support and concern to the work of our association as its founder and places earnest hope on us.

  114. On August 30, 2003, the Third National Awards for Excellent Theory and Practices of Productivity were given in the Diaoyutai State Guesthouse in Beijing. Vice Chairman of the NPC Jiang Zhenghua and other leaders gave the awards. The Typically Successful Enterprise Awards were given to the Yanzhou Group Co. Ltd., the Harbin Pharmaceutical Group Co. and the Dongfeng Automobile Co.; the Excellent Urban Construction Award was given to Huzhou City in Zhejiang Province; the Special-Grade Awards for Outstanding Contribution to Productivity were given to Zhao Jingche, Liu Hanzhang, Liu Cunzhou, Liu Benren, Sun Jinhu and Sun Guang, the First-Grade Awards for Outstanding Contribution to Productivity were given to Yu Wenzhou, Fang Jianshe, Wu Sihai, Huang Jianguo, Li Zhigang and Liu Chunshan in six kinds and the Second-Grade Awards for Outstanding Contribution to Productivity were given in five kinds. The Special-Grade Productivity Works Awards were given to the authors of Luo Zong, Shen Guoming, Cai Jianhua, Zhang Zuoyou and Wang Haiping in two kinds, the First-Grade Productivity Works Awards were given to the authors of Wei Bingyi, Li Yue, Wang Zhenchuan, Wu Baojing, Zou Dongtao, Lu Jiarui and Zhang Zhicheng in seven kinds, the Second-Grade Productivity Works Awards were given in five kinds and the Third-Grade Productivity Works Awards were given in four kinds. The Honorary Productivity Paper Awards were given to the authors of Wu Jie and Yang Huimin in two kinds, the Special-Grade Productivity Paper Awards were given to the authors of Tang Yuanhu, Sun Weiben, Tao Youzhi and Zhang Zhenming in four kinds, the First -Grade Productivity Paper Awards were given to the authors of Wang Haiping, Yin Qingwei, Liu Chengyin, Zhang Peng, Shen Yufang and Liu Shijia in six kinds, the Second-Grade Productivity Paper Awards were given in ten kinds and the Third-Grade Productivity Paper Awards were given in 14 kinds.

  115. On September 11, 2003, a preparatory appraising meeting was held in the Friendship Hotel in Beijing for the subject: Southward Strategy of Development of China's Productivity in 21 st Century—Seminar on Development of Productivity in Yunnan by Cooperation with Southeast Asia and South Asia. The appraisers present were Zheng Xinli, Zhai Ligong, Li Jingwen, Li Boxi, Chen Shengchang, Zhang Jian and Zhang Zuoyou. People who delivered written speech were Wang Maolin, Yang Weimin and Wu Xinli. The attendants were all agreed that the subject report was a high-quality research result and advanced domestically and had great value and international significance. The appraisers put forward the following suggestion: the subject should be changed to Southward Strategy for Mutual Benefit and Cooperation in Development of China's Productivity in 21 st Century so as to reflect its guiding thought better, i.e. southward doesn't mean only China's economy expands southwards for development of ordinary external economic relations but China joins hands with Southeast Asian and South Asian countries for cooperation and mutual complementation so as to realize the goal of mutual benefit, win-win and common development and prosperity. The most ideal form for carrying out the guiding thought organizationally and practically is establishing the “Kunming Economic and Cooperation Organization” for multilateral benefit through equal negotiation between countries. The organizational form of the WTO can be adopted by setting up the supreme authorities and working institution for daily work and sticking to the WTO's basic principle of fair, just and mutual benefit. The principle and form of the APEC can be adopted alternatively, which pursues “open regionalism”, i.e. firstly advocating freedom of trade and investment, secondly advocating convenience in trade and investment and thirdly carrying out economic and technological cooperation. Due to the different situations of different countries, bilateral and multilateral cooperation can be multi-layered, diversified and asynchronous. Certainly, we can also create a form better than the two. In order to headquarter the Kunming Economic and Cooperation Organization in it, Kunming must make itself attractive and convincing by going all out to improve its hard and soft environment. A site must be designated to establish a free-trade zone according to the international practice and implement policies more preferential than the special economic zones, economic and technological development zones and bonded zones. Communication is the fundamental conditions for development of economic cooperation. Hence the construction of a “big passage” must be given priority to connect China's inland with Southeast Asia and South Asia via Yunnan by a big networked passage of highways, railways, water and air, which is structurally rational, with each communication means properly disposed and each giving play to its advantage, extends to all directions and is cheap and convenient. The result of cooperation depends on our strength in resources, including material resources and human resources. The natural resources in Yunnan are relatively rich and must be protected. Only on the basis of protection can they be exploited and used correctly and rationally. The human resources in Yunnan are relatively scarce and training of cadres and cultivation of development-oriented people should be strengthened. The policy of win-win and mutual benefit should be used to attract genius from overseas to realize such a great strategy. Only the funds of Yunnan are not enough and therefore support must be solicited from the State and the Asian Development Bank and transnational companies must be attracted from relatively developed regions in China and developed countries. To carry out such a great strategy is a systematic engineering and all the forces in Yunnan must be mobilized. The relations between all sides should be coordinated to avoid exhaustion by internal strife and enhance cooperation. Progress should be made step by step, in order of importance, orderly and gradually. The members of the guiding commission and the research team for the subject “Development of China's Productivity” were announced in the meeting. The director of the guiding commission is Wang Maolin, its deputy director is Li Jingwen, its members are Feng Bing, Li Boxi, Chen Yuan, Chen Jiagui, Zheng Xinli, Miao Fuchun, Gao Tiesheng and Zhai Ligong; the advisors to the research team are Wang Mengkui, Li Yining, Zhang Sai, Xu Rongkai and Cheng Andong, the responsible persons of the team are Li Jingwen and Chen Shengchang and the members of the team are Li Jingwen, Chen Shengchang, Liu Shucheng, Zou Dongtao, Ding Guoxiang, Zhao Jingche, Li Yue, Zhang Zuoyou, Li Yiping, Jin Qingpei and Fang Jinrong.

  116. From September 17 to 21, 2003, the 12 th Annual Meeting of the CAPS and General Meeting of its Members was held in Kunming of Yunnan (see the summary of the meeting in this issue)

  117. In October 2003, the 4 th China International Summit for Logistics sponsored by our association was held in Beijing. This summit was assisted by over ten units such as the China Association of Enterprises of Foreign Trade and Economic Cooperation and organized by the Beijing Xinda Tiancheng Cultural Dissemination Center and Beijing Hezhong Comprehensive Cultural and Arts Development Co. Ltd. Wang Mengkui and Wei Jie delivered theme speeches and Zheng Xinli lectures on the spirit of the Third Plenary Meeting of the 16 th CPC Session. Wang Maolin pointed out in his report that flow of goods falls into category of flow of productivity and the flow of productivity is the inevitable trend and the intrinsic subjective requirement for the development of productivity and the requirement for realizing high productivity, part of the important thinking of the “three representations”.

  118. In October 2003, the 1 st Forum o Management and Development of Chinese Enterprise, sponsored by our association and the Beijing Association of Productive Sciences, was held in Beijing. Zheng Xinli, Chen Shengchang and He Beiling attended and addressed the forum. Representatives of some famous Chinese and foreign management consultative companies attended it and made speeches.

  119. On December 20, 2003, our association held the “1 st Forum on Innovation in China Regional Real Property in 2003” jointly with the China Real Property Information Website and the China Business News in Beijing. Zheng Xinli, Yang Shen and Chen Shengchang attended the opening ceremony of the forum and gave awards to enterprises.
